With reference to my Despatch No. 301 of
the 19th. June and your reply No. 280 of the 28th. July, I
have the honour to transmit for your consideration the enclosed
letter (in duplicate) addressed to you by Mr. Basil Taylor,
Assistant Harbour Master, asking that he may be now allowed
to join the Sterling Salary Scheme.

I enclose for easy reference copy of the
Circular by which the Scheme was promulgated, and of the
Scheme itself with notes attached which accompanied the
Circular.
3.
It is true that Mr. Taylor was not informed
till June that his conditional acceptance of the Scheme was
inadmissible.
